Project Overview

Fencepac partnered with Thiess to design, innovate and construct prison-standard security fencing for a new extension, and an existing refurbished section, of the Lotus Glen Correctional Facility. The project comprised multiple fencing applications including high chainwire, weldmesh and razor wire fencing, visual barriers, enclosures, electric and manual gates, and dog pound fencing.

The Challenge

This project required Fencepac to respond to real site conditions, stakeholder requirements, and delivery constraints while maintaining quality, safety, and program performance. Our role was not just to build the scope, but to manage the work in a way that kept the broader project moving.

Fencepac coordinated the project through disciplined planning, close communication with the client and adjacent work fronts, and practical site leadership. Design, procurement, programming, and installation were aligned so the team could adapt to changing conditions without losing control of safety or quality.

Key Challenges

  • Three-year project completed within a fully operational correctional facility — live prison environment with strict security regulations and frequent unforeseen site entry delays
  • Critical 48-hour shutdown window to join old fencing to new fencing while maintaining prison security levels
  • Up to 50–60 other trades on site simultaneously — program of work had to be meticulously planned and executed with safety of all workers, prison staff and inmates a top priority
  • Multiple project variations requiring new design solutions to be developed quickly

  • Initial contract of $3,000,000 extended to $8,500,000 — scope increase of 283% due to performance and ability to innovate cost-saving solutions
